Fox Point is the neighborhood at the tip of Providence's East Side, where the Providence and Seekonk rivers meet at India Point. It was the city's working waterfront and its Portuguese and Cape Verdean neighborhood for most of the twentieth century, and the houses along Wickenden, Brook, and Transit streets are 1800s Federal and Greek Revival cottages next to 1890s through 1920s triple-deckers, many now condominiums, on stone foundations with cellars a few feet above the water table.
This is the neighborhood the hurricane barrier was built for. The 1938 hurricane and Hurricane Carol on August 31, 1954, pushed the bay up the Providence River and put as much as eight feet of water in the low streets and downtown. The Fox Point Hurricane Barrier, built between 1961 and 1966 just off the neighborhood's western edge, closes its three gates against that now. What it does not stop is groundwater through a two-hundred-year-old stone wall in a wet spring, a combined sewer that backs up through a cellar floor drain in a downpour, or a third-floor bath in a condo that leaks into the unit below.
